I’m Zhizhu — from Huanren, Liaoning, graduated in Engineering Management, and now running a home cleaning service in Barranquilla. I didn’t come here to chase big money. I came because rent in Bogotá was eating my profit margin, and I needed space to breathe.

But last month, when I tried to file a small claims case against a client who refused to pay for three months of service, I hit a wall. Not because the law was unclear — but because I didn’t know how the system actually worked.

I Googled: “Barranquilla court filing assistance, is there a recommended intermediary?”

What came up? A dozen ads promising “fast立案” and “guaranteed success.”

I didn’t hire any.

Here’s why — and what I learned instead.

一、表层现象:中介广告满天飞,但没人说清楚“协助”的边界

The surface-level problem is simple: foreign entrepreneurs in Barranquilla need help filing court documents.

The visible solution? Hire a local “gestor” or “asistente legal.”

But here’s the disconnect:

Most ads claim they “handle everything.” But none explain what part they actually handle.

Do they translate your contract?
Do they file the demanda at the Juzgado Civil del Circuito?
Do they appear in court on your behalf?
Do they even have a cédula de ciudadanía or matrícula mercantil?

In Colombia, only licensed abogados can represent you in court. Any “中介” claiming to “do court filings” without being a lawyer is operating in a gray zone — and you’re the one who bears the risk.

I saw one agency charging 1.8 million COP (~$450 USD) for “court filing assistance.” When I asked for their bar association number, they stopped replying.

That’s the surface.

The real issue? You’re not paying for service. You’re paying for uncertainty.

二、隐藏变量:语言、流程、信任链,比中介更重要

I spoke with three local business owners who’d been through this.

One ran a small import business. Another sold Colombian coffee online in China. The third, like me, offered cleaning services to expats.

All three said the same thing:

“The real help wasn’t the guy who filed the form. It was the guy who sat with me for two hours and walked me through what to write.”

Here’s what actually matters:

  • Language fluency — Not just Spanish. Legal Spanish. Terms like “demanda por incumplimiento de contrato” or “prueba documental” matter more than translation apps.
  • Document structure — Colombian courts require original signed copies + certified translations (if non-Spanish). No PDFs. No emails.
  • Local court routines — In Barranquilla, the Juzgado Civil del Circuito operates on a turno system. You can’t just walk in. You need a cita previa — and you get it by showing up at 7 AM.
  • Trust chain — Who introduced you? A local friend? A church group? A WhatsApp group of Chinese entrepreneurs? That’s your real network.

I found a retired notario who taught me how to draft the demanda using a template from the Corte Suprema de Justicia’s website. He didn’t charge me. He just said: “Si sabes lo que quieres decir, no necesitas a nadie que hable por ti.”

If you know what you want to say, you don’t need someone to speak for you.

三、制度逻辑:哥伦比亚的司法系统,不是靠中介运转的

Colombia’s civil court system is designed for direct access.

There’s no “lawyer gatekeeping.” You can file a claim yourself.

The Código General del Proceso (General Code of Procedure) explicitly allows partes sin abogado — parties without lawyers — to file civil claims under 100 SMLMV (roughly 100 minimum wages).

That’s your window.

Your cleaning service claim? Likely under that threshold.

What the system does require:

  • Identificación válida — Your passport + visa/residence proof
  • Formulario de demanda — Available at the court or downloadable from www.corte-suprema.gov.co
  • Copias certificadas — For contracts, invoices, WhatsApp logs (if used as evidence)
  • Pago de tasas — Around 200,000–500,000 COP depending on claim value

The court doesn’t care if you’re Chinese. It cares if your documents are complete.

And here’s the irony:

The most effective “intermediary” in Barranquilla isn’t an agency.

It’s the secretario judicial at the courthouse.

They’re not lawyers. But they know the forms. They know the hours. They know what gets rejected.

I asked one: “¿Hay algún gestor que recomienden?”

He looked at me and said: “No. Pero si me dice qué necesita, le digo dónde firmar.”

I didn’t need a中介. I needed a map.

四、创业者视角:你的优势不是钱,是耐心和信息透明

As a foreign entrepreneur, your biggest asset isn’t capital.

It’s your ability to learn slowly.

I spent 12 days on this.

  • Day 1–3: Asked 8 people. Got 8 different answers.
  • Day 4: Found the official form template from the Corte Suprema.
  • Day 5: Took it to a local university law student (paid 30,000 COP for 1 hour).
  • Day 6: Printed 5 copies. Got them notarized at a notaría near the airport.
  • Day 7: Went to the court at 6:30 AM. Waited 90 minutes. Filed it.

I didn’t hire anyone.

I got my recibo de presentación.

The case is still pending.

But I know where I stand.

That’s the difference.

You don’t need a “recommended intermediary.”

You need:

  • A clear understanding of your claim
  • A printed copy of the Formulario de Demanda Civil
  • A friend who speaks legal Spanish
  • And the patience to show up early

The system doesn’t reward speed. It rewards precision.
